PED inspection and certification
Directive 97/23/CE (PED) concerning risk control and pressure safety establishes basic safety requirements to which all systems (sets) and individual components operating under a maximum allowable working pressure greater than 0.5 bar (e.g. boilers, pressure vessels, piping and accessories) and marketed within the European Union must comply.
TÜV Italia is a notified body under Directive 97/23/CE (PED) authorized by the Ministry of Productive Activities. It follows different certification procedures based on the selected module.
All regulations harmonized with the directive (e.g. EN 13445 for unfired pressure vessels, EN 12952 for water-tube boilers, EN 12953 for shell boilers, EN 13480 for piping ) or other technical specifications (e.g. updated national regulations such as AD 2000 Merkblatt) enable to obtain an equal degree of safety against pressure risks and must cover all design, manufacturing and testing aspects in a coherent way.
In addition, the manufacturer is required to ensure that the pressure risk be handled adequately at all stages, including those following the final inspection: transport, assembly, commissioning, operation, maintenance, decommissioning.
Example of certification procedure according to module G
Module A1 requires the lowest level of involvement from TÜV Italia as the organization only takes part in the final audit.
Task assignment and technical file review
The first step involves the following actions:
- the manufacturer appoints TÜV Italia to perform design assessments and inspections and provides the necessary technical documentation
- TÜV Italia reviews the technical file, providing comments whenever necessary and eventually issuing an approval
TÜV Italia conducts:
- Material inspections (if required)
- Specific material approvals (if required)
- Inspection of components
TÜV Italia can issue qualifications of processing methods (e.g. permanent joining) and of the related personnel as well as qualifications of non-destructive test operators.
Issue of certificate
The absence of non-conformities results in TUV Italia issuing a compliance certificate. Product compliance evaluation may also involve an evaluation of the manufacturer’s quality system (e.g. Modules D or H).
