Concrete manufacturer certification
In compliance to paragraph 11.2.8 of Ministerial Decree 14.01.2008 (Technical Provisions for Building), industrially processed concrete manufacturers (ready-mixed, precast and in impianti industrializzati di cantiere industrialized construction site plants) are required to implement a Factory Production Control system (FPC) compliant to the “Ready-Mixed Concrete Guidelines” issued by the Supreme Council of Public Works – Central Technical Service and certified by an organization approved by the Ministry of Infrastructures such as TÜV Italia – authorized by Decree prot. 413 of the Civil Court dated 30.08.2007.
The obligation came into force on July 1st 2009 following a provisional (transitory) period of enforcement of the Technical Provisions; hence, as of such date it is no longer permitted to sell concrete without the abovementioned certification.

|Factory production control (FPC)|
Factory Production Control (FPC) is designed to ensure and verify the continuity of concrete characteristics in compliance to the requirements set by the abovementioned “Concrete Guidelines”, which include:
- Inspection of raw materials on arrival;
- Inspections during production and on finished products;
- Periodical inspections of production and measurement equipment.
A Factory Production Control system, implemented and maintained by manufacturers, must be assessed and certified through an initial audit followed by periodical surveillance visits, normally conducted on a yearly basis.
By filling out application form CLS-M001 and providing all necessary information, an organization may request a customized offer from TÜV Italia.
The application initiates the certification procedure which includes the following steps:
- Document review;
- Initial inspection of the factory and factory production control system;
- Issue of certificate.
Validity of certification
The certification is not subject to expiration. However, the organization is subject to yearly inspections to the end of verifying the validity of the certificate.
